16-Month Delay — Why Arrears Became a Major Issue

The 12th Bipartite Settlement became due on 1 November 2022 (immediately after the 11th settlement expired), but was signed only in March 2024 — a delay of nearly 16 months. During this period, employees continued on 11th bipartite salaries, with the understanding that arrears at the revised rate would be paid retrospectively. This delay prompted the Department of Financial Services (DFS) to issue a directive in April 2026 capping future negotiations at 12 months — specifically to prevent a repeat situation in the 13th Bipartite Settlement.

Key Changes & Provisions Under the 12th Bipartite Settlement

The full clerical pay scale runs from ₹17,900 to ₹47,920 over approximately 19 annual increments. Increment amounts increase in blocks as you progress through the scale.

Officer Pay Scales — 12th Joint Note

Officers (Scale I–VII) are covered under a separate Joint Note — not the bipartite settlement. The 12th Joint Note was negotiated simultaneously with the bipartite and provides a similar ~17% wage revision across officer scales.

DA (Dearness Allowance) Under 12th Bipartite

Key Change — DA Base Reset

The 12th bipartite reset the DA base to All India Consumer Price Index (AICPI) 2016=100. This was a significant change from the earlier base. The slab rate and calculation method were revised accordingly. DA can only move up — it is never reduced once credited.

Quarterly Revision Months

DA is revised four times per year: effective February 1, May 1, August 1, and November 1. Each revision is based on the average All India CPI movement over the preceding quarters. As of August 2026, DA represents a significant portion of gross salary — often 25–40% of total compensation.

CPI Basis (1960=100)

Bank employee DA is linked to the All India Consumer Price Index with base year 1960=100. This is different from the CPI used in news coverage (which uses base year 2012). The 12th bipartite reset the effective computation to a 2016 reference point within this index.

Slab Rate Mechanism

A fixed increase in CPI corresponds to one DA slab. Each slab adds a fixed percentage of basic pay to DA. As CPI rises quarter on quarter, additional slabs are credited. The slab rate and multiplier were revised in the 12th bipartite settlement.

Impact on Salary

DA is computed on basic pay (and special allowance where specified). For senior clerks and officer grades, accumulated DA often equals or exceeds basic pay — making it the single largest salary component. It is fully taxable.

PF and Gratuity

DA is NOT included in the PF contribution base (PF is on basic + special allowance only). However, gratuity at retirement is calculated on last-drawn basic + DA — so higher DA increases gratuity payout significantly.

The 12th bipartite is effective November 2022. Any bank that implemented revised salaries in April 2024 owes employees the difference in salary for Nov 2022 to March 2024 — approximately 16–17 months.

Arrears = (Revised basic + DA at revised scale + revised special allowance + revised HRA) minus (what was actually paid each month at 11th bipartite rates). Banks calculate this grade-by-grade using IBA-provided formulas.

How Arrears Were Released

Phased instalments — typically 2 to 3 tranches

IBA directed banks to release arrears in instalments rather than one lump sum (to manage cash flow). Most PSBs released a first tranche in mid-2024 and the balance by year-end 2024 or early 2025. Exact dates varied by bank.

Tax on Arrears

Taxable — but Section 89 relief available

Arrears are added to income in the year received and are fully taxable. However, under Section 89(1) of the Income Tax Act, you can claim relief to reduce the tax burden that arises from receiving income in a different year than it was earned. File Form 10E before your ITR to claim this relief.

Not received your arrears?Request a written statement from your bank's HR department citing the IBA circular (Ref: IBA/HRD/CIR/BPS/2024/March). Most banks have processed arrears but some employees may still have pending tranches, especially those who were on long leave, deputation, or had grade changes during the arrear period.

5-Day Banking — What the 12th Bipartite Actually Says

The 12th Bipartite Settlement includes a provision for a 5-day banking week (Saturday off for all bank employees) — but the settlement text frames this as an in-principle agreement, subject to a separate government notification.

As of August 2026, no such government notification or RBI circular has been issued. The 2nd and 4th Saturday holiday arrangement (introduced in 2015) remains in effect. Full 5-day banking has not been operationalised.

5-day banking is the top demand for the 13th Bipartite Settlement (due November 2027). Unions expect it to either be notified before 2027 or formally implemented as part of the 13th BPS agreement.
